Mahouka Koukou no Rettousei Kaichou Senkyo-hen (魔法科高校の劣等生 会長選挙編) is the manga adaption of 'The Presidential Election and The Queen,' the last chapter of the 'Summer Holiday Arc' from the 5th light novel. The adaptation is by Yuzuki N' (柚木N’). It was serialised in Dengeki Daioh from April 2018 and ran for 6 chapters until September 2018.
The autumn semester has begun and the date of the Student Council Election is drawing near but Mayumi has no one to succeed her. Will she be able to find a successor in time to avoid the chaos of an open election?
It’s September and the autumn semester has started at First High. Mayumi and friends are having lunch in the Student Council room when Mayumi comments they all resign soon. Tatsuya asks about the Student Councils presidential election which Ichihara tells him is just a formality and will be between Nakajou Azusa and Vice President Hattori. Azusa makes it clear she doesn’t want to run. They then go on to discuss the second year exam results and next year’s Nine Schools Competition.
Later in the Public Morals Committee Headquarters, Tatsuya is surprised to find most of the members are present despite no meeting having been called. Mari advises it’s because a new member is starting today. After exchanging greetings Mari asks her to accompany Tatsuya on a patrol since he has the highest incident and arrest statistics on the committee.
On patrol Tatsuya explains how things work and Kanon insists on including the gymnasiums. There they meet Kirihara and Mibu from the Kenjutsu and Kendo clubs. Tatsuya explains Kanon is joining the Public Morals Committee which Kirihara takes as confirmation of the rumour Kanon is to be the next Public Morals Committee Chairperson.
Kirihara makes a comment which offends Kanon and just as she’s about to use magic to attack in anger Tatsuya uses a Ninjutsu technique to stop her and points out the punishment for abusing her position on the committee will lead to harsher punishments.
The four then discuss the upcoming elections and its commented that Juumonji has asked Hattori to take over the Club Activities Group rather than the Student Council, meaning both contenders have dropped out of the running.

Rumour
After school on September 1st the Shiba’s meet with friends in a café and discuss the upcoming student election. They discuss how Nakajou is talented but seems unreliable whilst Hattori is replacing Juumonji in the Club Activities Group. Erika suggests Miyuki runs for president and Mizuki quickly agrees but Mikihiko suggests it be Tatsuya who runs which proves a big hit with the girls from Class 1-A.
A week later Mikihiko enters class and asks Tatsuya if the rumour that Tatsuya is running for Student Council President is true. Tatsuya denies it and asks where he heard such nonsense. Mikihiko, Leo, Erika and Mizuki all confirm they’ve heard the rumour from numerous sources.
Finishing the required tasks early Tatsuya visits Ono Sensei in the counselling room before the end of first period and asks for a consultation. He brings up the rumour and Ono reveal she doesn’t know all the details, but it started as a discussion amongst the teachers and went, at some point, from Shiba should run to Shiba is running. Tatsuya is baffled as to why the teachers would want him to run and Ono points out although the students don’t know the details the staff do and hold him in high regard for resolving the Blanche incident in April. Having gathered the information he sort Tatsuya ends the conversation and ponders how to deal with the situation as he leaves.

Persuasion
Tatsuya has returned to his class for the break between classes when Saegusa Mayumi and Ichihara Suzune visit the class and request a meeting with Tatsuya to which Tatsuya agrees to avoid Mayumi making a scene.
Upon reaching the Student Council Room Ichihara apologises and Mayumi brings up the election. Tatsuya immediately deduces the reason for the meeting is to ask him to convince Miyuki and goes on the offensive to counter their arguments, pointing out she is too young and needs to learn to control her magic before she takes on such a role. Mayumi points out they need someone to recommend to avoid a situation like happened four years earlier, when a free and democratic election was promoted, and it devolved into magical firefights and there were a number of severe injuries. Tatsuya offers to convince Nakajou to run instead in Mayumi’s stead.
After school Tatsuya and Miyuki approach Nakajou as she’s rushing to leave to avoid Mayumi. Tatsuya requests some of her time, Nakajou is reluctant but Tatsuya insists, his pushiness causing the other girls to gossip which irritates Miyuki, who begins emitting an ominous aura. Realising resistance is futile Nakajou agrees to go with them and is led off like a suspect going for questioning.
At a café the three discuss the election and Nakajou’s participation. Nakajou is really reluctant but Tatsuya points out what happened three years ago, guilting her, whilst Miyuki consoles and shows support of her abilities. Tatsuya brings up the new Silver Flight Device from FTL and how he wanted to give the spare test model to Nakajou as an inauguration present. At this Nakajou explodes with excitement and vows to win the election no matter the opposition.

The Day Before the Election Part 1
Lunch break during the last week of September. Mayumi has been enjoying the Autumn breeze by the window of the Student Council Room. Mari agrees the weather has been pleasant leading Tatsuya to comment perhaps the weather has contributed to how quiet the school has been despite the upcoming election. They discuss Nakajou being the only candidate and her speech. Ichihara comments that any trouble will likely be at the General Assembly. Mari brings up the assembly back in Spring and Mayumi’s grand declaration and Mayumi states she won’t back down. Miyuki comments she was worried the opposition would get reckless, but Mayumi is not convinced. Tatsuya, having been warned by Ono Sensei, agrees with Miyuki and urges Mayumi to be cautious but to no avail.
On the way back to class Mari asks the Shiba’s to talk with her in the Public Morals Committee Headquarters. There Mari tells the Shiba’s she is very concerned as a fair few people object to Mayumi’s proposal, but Mayumi won’t take it seriously as she’s too kind natured. Mari then goes on to ask the Shiba’s to walk her home. She explains Mayumi is safe at school as she’s never alone, but she always goes home alone, making it easier to fake an accident. As Hattori is busy the Shiba siblings are the only ones she can ask. Miyuki agrees in Tatsuya’s stead.

The Day Before the Election Part 2
The officers of the Student Council are in their office after school making final preparations for the general assembly and election the following day. Having finished all the necessary preparation Mayumi dismisses the other officers but Miyuki stays as she cannot reach Tatsuya on the phone. Ichihara speculates he’s likely in the archive below the library.
Some time later Tatsuya arrives, much to Miyuki’s delight. Tatsuya to offer her help Mayumi since it’s getting dark outside and after some banter Miyuki invites Mayumi to walk to the station with them. She queries about their friends, but Tatsuya tells her he sent them home as he knew he’d be a long time. Out of curiosity Mayumi asks about his research and is shocked by the topic but ends up scolding Tatsuya after he puts himself down over his grades, pointing out his achievements.
As the three friends walk home Mayumi asks if they were waiting for her at the request of Mari. Miyuki confesses they were. Mayumi then explains she has a bodyguard at the station and that she walks home alone because she is from the Ten Master Clans and doesn’t want others dragging into it if something happens. She goes on to admit she wanted to walk with the Shiba’s as meeting them was the highlight of her high school memories, leaving Miyuki very embarrassed.
After getting home Mayumi reflects on the Shiba siblings as she bathes, noting than despite being attractive herself she can’t hold a candle to Miyuki’s inhuman beauty. And also how inexplicable Tatsuya is with his totally unbalanced C Rank Magic Power and yet Magical Combat Power exceeding A Rank.

The Presidential Election and The Queen
It’s time for the election and the Public Morals Committee deploy to the auditorium, as he’s leaving Mari pulls Tatsuya aside and asks about walking Mayumi home. Tatsuya reports she was fine as her fan club were present, but he was attacked three times after she left.
In the auditorium Mayumi gives her speech for the proposal to allow Course 2 students to join the Student Council. Asano of Class 3-B takes the podium to debate the proposal by implying the reason for the change is to allow a specific person to join the council rather than for equality. Mayumi points out she isn’t going to appoint new officers and won’t interfere with the new president. Asano pushes the situation by insinuating Azusa wants a specific person to join but Mayumi reaffirms it’s to abolish the discrimination against Course 2.
With the crowd favouring Mayumi, Asano directly accuses Mayumi of favouring Tatsuya as she walked home together with him which throws embarrasses Mayumi. Miyuki quickly steps in and points out that the comment is slander without proof and orders Asano to leave with such intensity the crowd is awed. Hattori comes to his senses and amends Miyuki’s order and has Asano simply return to her seat. With the opposition defeated the motion passed with a majority.
Azusa then gives her election speech with the crowd’s adoration, much like that of an Idol Concert. When she reaches the part where she states she wishes to recruit members from both courses the opposition start heckling her, which angers her supporters in the crowd. It escalates to a full-on brawl in the audience. Just as the Public Morals Committee spring into action, one of the opposition makes an extremely crude remark about Tatsuya and Nakajou and then a voice cuts across the auditorium and the room sinks into a stunned silence.
On stage a furious Miyuki stands at the centre of an impossible Psion storm that quickly begins to freeze the room. The Student Council realise they need to stop her, but Tatsuya jumps in and hugs her, supressing her rampaging magic in an instant, further shocking everyone present. With order restored the election continues without further interruption.
The results come in the next day and Nakajou has won but the results are unexpected with Miyuki winning the most votes and Tatsuya coming in a close third despite neither running. Reviewing the results Miyuki is mortified that she is being called things like the Snow Queen and Her Majesty Queen Shiba Miyuki, mistaking the meaning as one of her being a pervert. Miyuki starts getting very upset until Tatsuya steps in and calms her down in the usual couple like way of the siblings. With the crisis averted Azusa thanks Mayumi again for all her help in the past and Mayumi hands over the reins to President Nakajou.
