Synopsis[]
Guided by the "compass", Tatsuya goes to Indo-Persian Federation in search of the legendary city of Shambala!
With the "Guru Stone Tablet" and "compass" excavated from Mt. Shasta in the USNA, Tatsuya believes that these two Relic may both point the way to the ancient highly magical civilized city of Shambhala, so he asks Kudou Minoru to investigate and entrust him with the compass.
As a result of Minoru's investigation, Tatsuya concludes that the ruins of Shambhala might be in Central Asia, so he heads to the Indo-Persian Federation which coincidentally is also the place where the signing ceremony of the partnership between the Magian Society and FEHR will occur.
On the other hand, a man visits FAIR's leader, Rocky Dean, who is in hiding since the police raided his headquarters. The man claims to be one of the "Baxian", a special operation unit of the Great Asian Union...[1]

July 19, 2100 in San Francisco, California USNA Local police raids the Headquarter of FAIR which resulted to countless arrests of its members and a number of items that appeared to be illegally obtained including 15 White Stone Tablets. FAIR Leader Rocky Dean and Sub Leader Laura Simon escaped but enough evidence is gathered as proof of their criminal activities that the judicial department issued arrest warrant for them both. July 20, 2100 DIA (Defense Intelligence Agency) that are affiliated with the Department of Defense requests the White Stones be lent over. With the attention raised by Tatsuya's Stellar Reactor as a new source of energy and the replica of the relic - Magistore, modern society view of magic is shifting from a direct link to military power to its new application as a component in social infrastructure technology that cannot be ignored. The DIA then lends the White Stone Tablets to Stars for analysis. ◇ ◇ ◇ July 21, 2100 afternoon Tatsuya holds a meeting with Minoru and Minami at Building No. 4, Tatsuya's residence in Miyaki Island to continue their discussion last night. Their talk pertains to the White Stone Tablet unearthed in Mount Shasta, California USNA which Tatsuya believes to conceal a map that shows the location of Shambhala, a mythical city of magic. Although this is widely believed to be mere fiction, Magicians and Magic Researchers that ruins involving the city of advanced magical civilizations cannot be ignored. From Tatsuya's use of the Octagonal Stone or simply referred as a "compass" in California and in Tokyo the line created by the compass' point intersects in the vicinity of Uzbekistan. Minami suggests to use the compass on additional locations to which Tatsuya agrees and Minoru volunteers to use the compass in Central Asia. Tatsuya agrees and entrusts the compass to Minoru. ◇ ◇ ◇ At a research institute affiliated with Stars, numerous experiments are being conducted on the White Tablets that was loaned by the San Francisco Police Department to Stars. The lead of the research is Evelyn Taylor, a graduate from a prestigious engineering college then commissioned as a technical officer by the Federal Army. After seeing Tatsuya's expertise as a combat magician and an magical engineering first hand, Stars Commander Benjamin Canopus sought to have someone like Tatsuya under his command for Stars that can be a versatile anywhere as a combatant in the front lines or a highly educated in magic and technology at base otherwise. Through the use of a state of the art supercomputer, Evelyn's team completes the deciphering of the White Stone Tablets and is also able to point the location of Shambhala without using the Compass. ◇ ◇ ◇ Back at Takachiho, Minoru and Minami completes the tasks they discussed with Tatsuya and their initial investigation shows that Shambhala could be in Bukhara in Uzbekistan which matches the theories of scholars in the Klachakra Tantra. Minami asks if they should contact Tatsuya but Minoru wants to check another area which is Lhasa, Tibet. Minami is wary of this due to Tibet being an independent state which became a GAU vassal where the Tibetan Government follow their will in forbidding Japanese nationals to enter Tibet. With Tibet sharing a border with IPU, the IPU wants Tibet to disassociate with GAU while GAU in response wants to hinder any influence pushed by IPU hence Tibet is a stage of a secret dispute between the two countries' intelligence agencies. With the growing animosity in Tibet, Minami is concerned with Minoru's safety but Minoru assures her that he will be careful and has no intention of picking a fight with anyone there. ◇ ◇ ◇ Minoru disguised by Parade is able to infiltrate Tibet and heads to Potala Palace built in the 17th century when Europe was ravaged by the Thirty Years' War. Minoru uses the compass which has no response so he uses Elemental Sight inside Marpori Hill where the palace stands. While there was no response from the compass, Minoru could sense the presence of potential relics beneath the palace and other objects of magical power. ◇ ◇ ◇ Minoru is suddenly attacked by a spell he believes to be Marionette that tries to control his body but managed to overcome it and tries to blend it with crowd of tourists in the area. Minoru is attacked by another spell which causes vertigo after hearing flute music. Sensing no phenomenon occurring, Minoru concludes that both magics used on him are magic rooted in the Ancient Magic of Taoism and he is facing a Daoshi - users of Taoist Magic which due to their history, most of them are integrated in the GAU military
